Job Purpose:
This role focuses on engaging with national telecommunications regulators (NTRs) to secure necessary authorisations in several countries around the world. The job holder will build relationships with NTRs to ensure that there is a path to obtain timely approvals for Zephyr’s missions. This position requires vast experience of country-specific rule-making processes, stakeholders, incentives and levers to develop regulatory frameworks, especially for spectrum requirements, that support HAPS operations. It also requires forming a deep understanding of the business needs, targets, technology and market challenge.
The role interfaces with various business units including Strategy, Innovation, Legal, Business Development, Marketing and Sales, Programs, Service Delivery, and Fleet Operations. Responsibilities include developing and executing plans to secure regulatory objectives worldwide within a budget, and engaging with multiple government regulators, agencies, and ministries in targeted geographic markets.
Key Responsibilities:
- Develop and implement strategies and action plans for obtaining market access authorisations, ensuring compliance with national and international regulations.
- Research, identify, and analyze targeted markets to advise on regulatory challenges and how to overcome them.
- Prepare, submit, and manage applications for spectrum and equipment authorizations, license renewals, modifications, and updates to regulatory bodies, supporting routine and advanced operations.
- Engage and negotiate with telecommunications regulators (and other users of spectrum such as MNOs and FSS operators as necessary/appropriate) for market access rights and coordination agreements.
- Representing the company at government and industry events, meetings, and conferences, articulating regulatory and technical narratives that support business objectives.
- Build and maintain relationships with senior spectrum decision-makers in key global markets, including Kenya, Japan, the USA, UK, Europe.
- Monitor and track proposed legislation and regulatory changes impacting market access, operations, and engineering standards.
- Ensure ongoing compliance with regulations.
- Support and educate internal stakeholders on market licensing timeframes, working collaboratively to achieve Company objectives.
Required Qualifications:
- B.S. or higher degree in Engineering, law or policy.
- Extensive experience in market access and spectrum regulation.
- Proficiency in developing rules and processes specific to stratospheric or high-altitude operations is preferred.
- Experience negotiating market access rights and coordination agreements with third parties including MNOs, FSS operators and other uses of wireless spectrum.
- Comprehensive understanding of the structure and operation of telecommunications regulatory bodies globally.
